Economic Resilience Fund
Further details about support from the Welsh Government’s new £500m Economic Resilience Fund has now been published.
Economy Minister Ken Skates released further information about the fund, including eligibility criteria for businesses and charities to enable them to prepare to apply.
The fund will provide additional financial support during the coronavirus pandemic and will help organisations to manage cash flow pressures. It will help to address gaps not met by schemes already announced by the UK Government, Welsh Government and Development Bank of Wales.
This phase, which will release £200m of funding, will be targeted at microbusinesses, SMEs and large businesses of critical social or economic importance to Wales.
The first phase saw the £100m Development Bank of Wales’ loan scheme fully subscribed in a week – all applications are being processed.
To be eligible for this second phase of support, businesses, charities and social enterprises, must meet criteria including:
Support for Microbusinesses:
A grant of up to £10,000 is available to assist microbusinesses that have been affected by the COVID-19 outbreak.
This grant can only be claimed by businesses that meet the following criteria:
· employing between 1 and 9 employees (In addition to the business owner)
· operating address in Wales and have employees in Wales
· VAT registered
· have experienced a drop in turnover greater than >40% as a result of the COVID-19 outbreak (since the 1 March 2020)
· supported businesses must aim to maintain employment for 12 months
· only one application per businesses
Businesses will need to provide:
- details of reduction in turnover as a result of the COVID-19 outbreak
- evidence of business address by providing VAT registration (within the last 3 months)
The grant is available to microbusinesses that are not eligible for the Business Rate Grant or the support for self-employed grant.
The Economic Resilience Fund for microbusinesses is open to applications from 17 April 2020 for 12 months.
· Small and medium sized firms with between 10 and
249 employees could be eligible for grants of up to £100,000 if they:
- Have experienced in excess of a 60% reduction in turnover since the first day
of March
- Are not be eligible for business rate relief grants, or if they are, that
amount would be deducted from their allocation from this fund
- Have a sustainable business plan to trade beyond the Covid-19 pandemic
- Confirm no future compulsory redundancies will be made as long as the
Coronavirus Job Retention Scheme is in place
- Are not be pursuing any other form of Welsh Government non-repayable grant
funding support
Funding will also be available to support large businesses with more than 249 employees. Applications will be considered on a case-by-case basis to consider where funding can be deployed most effectively to compliment other sources of support.

Cyhoeddwyd rhagor o fanylion ynglŷn â Chronfa Cadernid Economaidd newydd Llywodraeth Cymru, sy’n werth £500 miliwn.
Darparodd Gweinidog yr Economi, Ken Skates, ragor o wybodaeth am y gronfa gan gynnwys y meini prawf ar gyfer pa fusnesau ac elusennau sy’n gymwys, er mwyn eu galluogi i baratoi i wneud cais.
Bydd y gronfa’n darparu cymorth ariannol ychwanegol yn ystod y pandemig coronafeirws ac yn cynorthwyo sefydliadau i reoli pwysau o ran llif arian. Bydd o gymorth i fynd i’r afael â bylchau nad ydynt yn cael eu llenwi gan y cynlluniau a gyhoeddwyd eisoes gan Lywodraeth y DU, Llywodraeth Cymru a Banc Datblygu Cymru.
Bydd y cam hwn yn targedu microfusnesau, busnesau bach a chanolig a busnesau mawr o bwysigrwydd economaidd neu gymdeithasol allweddol i Gymru, a bydd yn rhyddhau cyllid gwerth £200 miliwn.
Pan gyflwynwyd y cam cyntaf, roedd cynllun benthyciadau Banc Datblygu Cymru, gwerth £100 miliwn, wedi’i danysgrifio’n llwyr ymhen wythnos. Mae’r ceisiadau i gyd wrthi’n cael eu prosesu.
I fod yn gymwys ar gyfer yr ail gam hwn, rhaid i fusnesau, elusennau a mentrau cymdeithasol fodloni cyfres o feini prawf gan gynnwys y canlynol:

· merdu profi gostyngiad mewn trosiant mwy na >40% yn sgil yr argyfwng COVID-19 (ers 1 Mawrth 2020)
· Mae’n rhaid i’r busnes a gefnogir geisio cynnal cyflogaeth am 12 mis
· Dim ond un cais fesul busnes
· Bydd angen i fusnesau ddarparu:
- Manylion gostyngiad mewn trosiant yn sgil yr argyfwng COVID-19
- Tystiolaeth o gyfeiriad busnes drwy ddarparu cofrestriad TAW (o fewn y 3 mis diwethaf)
Mae’r grant ar gael i ficrofusnesau nad ydynt yn gymwys ar gyfer y Grant Ardrethi Busnes neu’r grant cymorth i’r hunan-gyflogedig.
Mae’r Gronfa Cadernid Economaidd ar gyfer microfusnesau ar agor i geisiadau o 17 Ebrill 2020 am 12 mis
· Gallai busnesau bach a chanolig sy’n cyflogi rhwng
10 a 249 o weithwyr fod yn gymwys i gael grantiau o hyd at £100,000:
- os ydynt wedi gweld eu trosiant yn gostwng dros 60% ers 1 Mawrth 2020
- os nad ydynt yn gymwys i gael grantiau rhyddhad ardrethi busnes, neu os
ydynt, byddai’r swm hwnnw’n cael ei dynnu o’u dyraniad o’r gronfa hon
- os oes ganddynt gynllun busnes cynaliadwy i fasnachu y tu hwnt i’r pandemig
COVID-19
- os ydynt yn cadarnhau na fydd unrhyw ddileu swyddi gorfodol yn digwydd yn y

Bydd cyllid ar gael hefyd i gefnogi busnesau mawr sy’n cyflogi dros 249 o weithwyr. Ystyrir pob cais yn unigol, fesul achos, er mwyn ystyried y mannau mwyaf effeithiol i ddefnyddio cyllid i gyd-fynd â ffynonellau cymorth eraill.
